Fed: No conviction for diverted young NT offenders Howard

Prime Minister JOHN HOWARD says young Northern Territory offenders diverted to rehabilitation
programs instead of facing mandatory sentencing laws won't have registered a conviction.

However, he says there's a limit to the number of times a repeat offender will be diverted
to programs.
